Park Plaza is teaming up with the City of Little Rock and the Little Rock Police Department to open a new Public Safety Annex inside the Midtown shopping center. Approved by the Little Rock Board of Directors, the move strengthens the city’s efforts to increase police presence and support in the area.
The 500-square-foot annex, located on the building’s second level, will give LRPD officers a central place to work and engage with the public. Park Plaza is covering the cost of construction and ongoing maintenance, meaning no added burden for taxpayers.
“This partnership is about more than bricks and mortar — it is about community safety, strategic investment, and enhancing our shared neighborhood,” said Camilo Varela, co-founder and managing partner of Second Horizon Capital. “We are grateful to provide additional support to first responders, facilitate increased police presence in Midtown, and provide local law enforcement with supplemental resources. We are especially grateful to the City of Little Rock and LRPD leadership, who have a shared vision for a safe and vibrant community.”
The annex will include workspace and parking for first responders and is expected to open in six to eight weeks, just in time for the busy holiday season. Located at University Avenue and Markham Street, the new space will serve as a convenient point between multiple patrol districts.
Mayor Frank Scott Jr., LRPD Chief Heath Helton, Ward 3 City Director Kathy Webb and members of the city board were key players in bringing the project to life.
“We value the support and partnership of Park Plaza as we work together with our businesses and community partners to ensure public safety across the city,” Scott said. “The Public Safety Annex is another innovative way for us to prevent and reduce crime and make Little Rock a safer, stronger place to live, work and play.”
Webb highlighted the broader neighborhood benefits of the effort.
“From day one, the Second Horizon Capital team has shown a sincere commitment to Park Plaza and the Midtown community,” she said. “We deeply appreciate their leadership and this contribution, which will positively impact safety in Midtown and the greater Little Rock community.”
Since purchasing the property in 2023, Second Horizon Capital has prioritized security upgrades and community partnerships. The retail center’s latest addition continues that mission.
“Park Plaza is more than just a shopping center — it is a cornerstone and a key part of the fabric of Little Rock,” said Howard Levine, co-founder and managing partner of Second Horizon Capital. “When we invested in this property, we invested in this city. We are proud to continue our work toward improving safety, vibrancy, and long-term growth in Midtown and across Little Rock.”
