Nine Appointed to Arkansas Healthcare Transparency Initiative Board, Six to GIS Board

Nine individuals have been appointed to the Arkansas Healthcare Transparency Initiative Board as part of a series of appointments Gov. Asa Hutchinson announced on Thursday, Jan. 16.

In total, 44 individuals have been appointed and reappointed to boards, advisory councils and committees. Twenty-two of those total appointment are reappointments.

The Arkansas Healthcare Transparency Initiative Board had the largest number of appointments with nine. Of that total, eight are reappointments

The nine individuals named to the board include Jeffrey Brinsfield, Bradley Martin, Dr. Calvin Kellogg, Chad Aduddell, Jayme Mayo, Jill Arnold, John Ryan, Steven Weeks and Billy Roehrenbeck.

Established by the Arkansas Healthcare Transparency Initiative Act of 2015, the Arkansas Healthcare Transparency Initiative was created to create a database that receives and stores data relating to “medical, dental and pharmaceutical and other insurance claims information, unique identifiers and geographic and demographic information for covered individuals…,” according to the legislation. The initiative is governed by the State Insurance Department, and is advised by the Arkansas Healthcare Transparency Initiative Board.

The board must have a representative from the Department of Human Services, Department of Health, Office of Health Information Technology (or its successor), the Surgeon General, and nine members appointed by the governor. The governor’s appointments must include two health insurance representatives (one must be a multistate representative), two representatives from the healthcare provider community, a representative from a self-insured employer, a representative from an employer of fewer than 100 full-time employees, a representative from a healthcare consumer organization, a representative from the academic research community, and a representative with health data privacy and security expertise.

The second largest number of appointments were for the Arkansas Geographic Information Systems Board, which had six appointments.

Reappointments for the board include Sharon Hawkins, Russell Gibson, Rachel Rush, Judge Rusty McMillon. The newly appointed individuals include Scott Lane Darin Mitchell.

The GIS Board is charged with overseeing the Arkansas GIS Office, as well as the Division of Land Surveys in conjunction with the Arkansas Land Survey Advisory Board. According to the state GIS website, the board is responsible for recommending strategies for surveying and mapping activities, as well as program funding.

The Advisory Council of the Arkansas Arts Council had five appointments, and the Arkansas Social Work Licensing Board had four appointments

Both the Martin Luther King, Jr. Commission and the Arkansas State Board of Sanitarians had three nominations. The Auctioneer’s Licensing Board had two appointments, one of which was a reappointment.

Dr. David O’Dell, Jacksonville, to the Arkansas Board of Podiatric Medicine. Appointment expires August 31, 2022. Replaces Adam Davis.

Janelle Smith, Pine Bluff, to the Arkansas State Respiratory Care Examining Committee. Appointment expires August 7, 2022. Replaces Mary Ann Winter Herring.

Maureen Harrod, Heber Springs, as a Special County Judge in the County Court of Independence County, Arkansas. Independence County Court Case Number: CO-2019-01. Replaces Independence County Judge Robert Griffin, who has disqualified himself from the case.

Johnny Mitchum, Maumelle, to the Auctioneer’s Licensing Board. Appointment expires April 15, 2023. Reappointment.
