Mangan Holcomb Partners/Team SI (MHP/Team SI) is launching a new consultancy with the agency in the 529 plan and government savings sector. The marketing firm has hired Emma Willis, a former official with the Arkansas Treasurer of State, to head the initiative.
Willis has been named a senior strategist for Mangan Holcomb Partners/Team SI. In her new role, Willis will be charged with developing strategy and providing counsel to clients in the government and financial sectors to enable them to reach growth objectives.

Most recently, Willis was the executive director for the Arkansas 529 Education Investment Plan. She held that position from November 2016 to January 2020. She was formerly the director of financial education and ABLE in the Arkansas State Treasurer’s Office.
The Arkansas 529 Plan is a college savings program that combines state and federal tax advantages with investment management. During her tenure as executive director, the 529 Plan program grew from $600 million to roughly $1 billion.
Willis holds a bachelor’s degree from Philander Smith College with post-graduate work in finance and computer science training.
